A major new mixed-use development which encompasses three blocks off Devil’s Tower Road, Gibraltar has been filed with the DPC.

We have submitted an outline planning application for an exciting new expansion off Devils Tower Road in Gibraltar!   

Saint Michael’s Citadel is a mixed-use development regeneration project of over 100,000 msq which includes residential uses, a hotel, office space as well as much-needed commercial, retail and cultural facilities. From project inception, it was clear that at its very centre, the team needed to introduce a vibrant central pedestrian space to both fuel and feed a sustainable development and regeneration of the Devil’s Tower Road area. This central public space would be the differentiating and defining factor for the scheme as a whole.

Beginning with the core idea – with a significant area left without construction or development for public use.  The hotel, commercial and residential uses then embrace and surround this space, encouraging passage through to this fundamental element – the Heart Space.

With the tunnel soon to open, providing a new route into and out of Gibraltar the site will become an important gateway.

“The scale of this project offers a unique opportunity to consider various sites holistically to create an engaging and vibrant space which is well designed and forward-looking,” a spokesperson for the developer, St. Michael’s Path Development Limited, said.

The quality of the outdoor amenity area is considered key to the project and promises to create inspiring spaces for the public and for cultural activities. Reinvigorating the area of a much-needed traffic-free central area which will provide a safe, vibrant and welcoming new environment and facilities, surrounded by high-quality residential development and an array of other uses.

While including high-rise buildings from 14 up to a maximum of 30 floors, this project seeks to creatively interrupt the current pattern of development on Devil’s Tower Road with a mix of staggered heights and public amenities. 

The scheme includes 208 residential apartments ranging from studios to 5 bedrooms together with world-class leisure facilities. A hotel is planned and it is anticipated the style of the hotel will be contemporary, modern business-aimed with 300 bedrooms, 72 of which would be designed as aparthotel rooms with full balconies for longer stays, as well as several other amenities across 14 storeys. It also includes Grade A office space together with a range of commercial and retail space as well as parking.

The developer acquired the plots that were once owned by Saccone and Speed and had been used for decades for industrial purposes, warehousing and storage. It hopes St Michael’s Citadel will help define “a new iconic district” for Gibraltar.

The venture ties in with wider government goals, including encouraging sustainable development and promoting green areas, a child-friendly city,  alongside creating amenities for events-led tourism and new businesses.

Bailey Partnership are carrying out Architecture in collaboration with Gibraltar-based practice Gamma Architects as well as carrying out Project Management, Structural and Civil Engineering and CDM. Building services engineering is being carried out by E and M.   Specialist transport and environmental consultancy is being carried out by Ramboll.

It is anticipated that Saint Michael’s Citadel proposals will go to the DPC planning committee in either late summer or early autumn with a full planning application to be submitted in 2023.
