Bailey Partnership provided project management services to the London Borough of Greenwich for the Woolwich Centre as part of a Framework to provide consultancy services to corporate stock redevelopment and modernisation including education buildings.
The Woolwich Centre is an integrated facility located within the historic centre of Woolwich. The Centre provides Council services including an integrated service centre, a new modern and expanded library, a Business Centre, a café, extensive office accommodation and a viewing gallery and event space with nine levels.
A sensitive phasing programme linked to the decant of Council staff along with negotiation and liaison with adjacent private developers which formed part of the development agreement.
A feature of the building is the viewing gallery, a striking public exhibition and meeting space available for local events and public meetings for up to 200 people, with a viewing platform out towards the river. The building also houses a Business Centre where elected members, Council officers, partners and residents hold meetings and carry out activities for the benefit of the community. The Centre has 1,600 work stations for 2,000 Council staff and 90 meeting rooms with no cellular offices.
There is also a new landscaped public square between the Centre offices and a refurbished Town Hall.
The project had a strong energy efficiency focus. It limits energy consumption and promotes renewable resources, limiting the overall carbon footprint of the building. Green measures include intelligent use of natural ventilation and lighting, heat recovery systems, water harvesting and solar panels.
Green and brown roofs are also a key part of the scheme. These not only contribute to the energy performance of the building but also provide welcoming habitats for local birds and insects.
Broken bricks and crushed concrete from the demolition of the old buildings on the site were used as backfill for the concrete walls in the basement. Old bricks that stayed intact were reused. The recycling scheme saved importing many lorry loads of sand and gravel from outside London.
From design, to construction and operation, the highest environmental standards deliver a building with 45% less carbon emissions than current national standards.
