Bailey Partnership was appointed by the developer as Project Manager and CDM Co-ordinator for the construction of a luxury apartment block on a previously cleared city centre brown field site. The new 9 storey tower block incorporates 122 luxury apartments, from one-bedroom studios to three-bedroom duplex penthouses, over 10,000 square feet of ground floor retail/restaurant and subterranean car park. The building was conceived to be one of the key buildings under the far-reaching Mackay Vision to regenerate Plymouth and was one of the first landmark developments to gain planning permission.
The project was constructed using a combination of JCT sub-contract forms. Our services to the developer / contractor client included full competency checking of all sub-contractors and all consultants. A hot-rolled steel frame with Slimdek floors was chosen to offer flexibility of layout, minimum floor to floor height and a fast construction programme.
We visited each of the design consultants in their own offices to undertake a full design risk review at least twice during the fast-track design stage as well as attending fortnightly design and construction progress meetings. Formal monthly reports were submitted to the client and copied to the design and construction teams.
Our CDM Co-ordinator worked throughout the construction phase with the contractor’s Health and Safety Consultant to reduce site risks to operatives and the public. Prior to completion of the scheme we worked with the developer to create a complete Health & Safety File and also 122 individual “tenant/owner/occupier information packs”.
We also provided an independent Project Monitoring service for the Bank of Scotland who funded the scheme. Following an initial detailed report, monthly reports were prepared for the duration of the 20 month construction covering progress on design, site work, statutory approvals, contract matters etc and incorporating expenditure reports and cashflow forecasts.
