Bailey Partnership was initially appointed as one of two consultants to a three year Building Surveying Framework.
Framework duties included design and management of refurbishment and maintenance works to the Council’s corporate portfolio including offices, social services and leisure properties. We also undertook feasibility studies, asset management, condition and dilapidation surveys, English Heritage surveys and maintenance plans, insurance reinstatement valuations, access audits and party wall surveyor duties.
In addition to full project and cost management, our duties extended to provide mechanical and electrical engineering services on bulk Asset Management Plan surveys and CDM co-ordinator duties on projects where the CDM Regulations applied. We acted as Project Manager and Employer’s Agent for a £600,000 reinstatement of a recycling facility following fire damage. This project was delivered 10% below budget through extensive value engineering. We also acted as Technical Assessor and Project Monitor on the £6 million redevelopment of Brixham Harbour.
Our Historic Building Consultancy was retained to undertake any work on listed buildings, including numerous projects at Torre Abbey, a Scheduled Ancient monument, including the reroofing of the medieval Spanish Barn. We also completed a £540,000 contract to reroof the Grade 2 listed Town Hall in Torquay.
Asset Management Plan condition surveys were completed to over 200 corporate properties, which included extensive listed properties, sports and leisure complexes, a football stadium, a water park, office buildings, domestic dwellings, industrial units, commercial premises, residential/children's homes, a farm estate, car-parks and public areas/amenities. At Torre Abbey (Grade 1) and Oldway Mansion (Grade 2*) full quinquennial surveys and forward maintenance plans for these listed buildings, grounds and outbuildings were prepared to English Heritage standard.
We added value by introducing framework review reports and providing Site Waste Management training and CDM Regulations training to client officers. Since the end of the three year term our Client has continued to commission us on a one-off basis, pending a decision to retender the framework.
